Tenders are invited for the civil construction of the Caloundra Transport Corridor Upgrade (CTCU). The project involves two sections and includes duplicating traffic lanes, building cycle tracks and pedestrian pathways, upgrading intersections, and installing street lighting and landscaping. Respondents are required to price all separable portions, as the council intends to award all portions to one principal contractor. The contractor must hold DTM R prequalification levels R3, A3, and F50. A contract is anticipated to be awarded in May/June 2026, with practical completion by December 2027. An information session will be held onsite on 19 March 2026 at 10 am. Tenders close at 12 noon on 12 May 2026. Clarifications must be requested at least 3 business days prior to the closing date. Direct contact with council members or employees, other than the designated contact point, is prohibited and may result in disqualification.
The contract requires practical completion of the works by December 2027, with the section between Nicklin Way and Bowman Road to be functionally complete and open to traffic by December 2027.
The evaluation criteria include mandatory criteria (TMR prequalification, WHS, insurances, licences), non-price weighted criteria (capability and experience, methodology, social and economic factors), and price. The weighting for capability and experience is 15%, methodology is 30%, social and economic factors is 15%, and price is 40%.
The contractor must have and maintain DTM R prequalification to prequalification level R3, A3, and F50 for the life of the contract to be eligible to provide a tender response and be considered for award.
An information session will be held onsite on 19 March 2026 at 10 am, and respondents are encouraged to attend to familiarise themselves with the site, project requirements, opportunities, and constraints.
Clarifications cutoff for requests for clarification or further information will not be accepted on or after the date that is 3 business days prior to the closing date.
Direct contact with any elected member of council or local government employee regarding any part of this tender, other than those listed in Schedule 1 Item 5, is prohibited. Any prohibited contact may result in the respondent or prospective respondent and their tender being disqualified from the tender process.
