Computing Tenders

The LC4 program seeks innovative, interoperable, and scalable solutions to strengthen Australian Defence Forces communications. Industry is invited to propose technologies addressing challenges in resilient mesh networking, anti-jamming, spectrum agility, and more. Responses are submitted electronically via the Austender website. A 6-month timeframe for delivery is specified.

The tender closes at 2:00 PM local time in Canberra, Australian Capital Territory on September 10, 2025. All queries should be directed to ***@***. *. * by 2:00 PM local time in Canberra, Australian Capital Territory on August 27, 2025. Tenders must be submitted electronically via Austender (www. ***. *. *). The department may extend the closing time, and will publish an addendum notifying any decision to extend. The tender includes conditions for participation, minimum content and format requirements, and details of the services required. The estimated commencement date is July 1, 2026. An industry briefing is scheduled for June 25, 2025, at 2:00 PM local time in Canberra, Australian Capital Territory (virtual via Teams link). Attendance is not compulsory, but registration is required. There is no site inspection. The contract period is initially three years, with two optional three-year extension periods. The total possible contract period is nine years. The tender validity period is 18 months from the tender closing time. The department may issue addenda to amend, supplement, or clarify the RFT, including extending the closing time. Tenderers must comply with all applicable commonwealth laws and policies, including the Workplace Gender Equality Act ****, the Modern Slavery Act 2018, and the Indigenous Procurement Policy. Tenderers must provide valid and satisfactory statements of tax record (STRs) for themselves and any subcontractors. The tenderer must identify whether it and/or any subcontractors identified in its tender are a relevant employer for the purposes of the Workplace Gender Equality Act ****. The tenderer must not be named in the consolidated list referred to in regulation 40 the charter of united nations dealing with assets regulations 2008. The tenderer must not have any unpaid claims in respect of judicial decisions other than decisions subject to appeal made against it relating to employee entitlements. The tenderer or any subcontractor identified in its tender must not at the time of tender be listed as terrorists under section 15 of the charter of the united nations act **** cth. The tenderer must lodge its tender by the tender closing time in accordance with the Austender terms of use. The tender must not be submitted by a consortium. The tenderer must comply with the ethical dealing requirements. The tenderer must not engage in exploitative labour practices. The tenderer and any party proposed by the tenderer to provide any of the services must not have received a penalty or order arising from a court or tribunal decision in relation to an illegal worker or have fully complied with a penalty or order arising from a court or tribunal decision in relation to an illegal worker. The tenderer must submit a completed and signed tenderers edata room confidentiality undertaking. All language must be in English. All measurements must be expressed in Australian legal units of measurement other than currency. All tenders must be lodged electronically via Austender. The department may require tenderers to give a presentation, attend an interview, or host a site visit. The department will conduct the evaluation of tenders in accordance with the evaluation process set out in the attachment. The department may use any material provided in response to one tender evaluation criterion in the evaluation of other tender evaluation criteria. The department may seek clarification or information from any tenderer. The department may make independent enquiries about any matters that may be relevant to the evaluation. The department may exclude any tender which is made, subject to any due diligence or other investigation to be performed after a tender is submitted.
