Expression of Interest (EOI) for the design and construction of the Bowen Marine Infrastructure Replacement Project. The project involves replacing the existing Bowen Wharf with a recreational jetty and a commercial wharf. The EOI is the first stage of a two-stage procurement process. Submissions are due by 14:00 AEST on July 1, 2026, via the VendorPanel portal. Key requirements include financial standing of $100M annual turnover and $15M positive cashflow, relevant project experience in major marine or coastal infrastructure, design capability, and certified quality, safety, and environmental management systems. The RFT stage will follow for shortlisted tenderers.
The EOI closing date is July 1, 2026, at 14:00 AEST. The target practical completion for the recreational jetty is the end of Q3 2028, and for the commercial wharf, no later than six months thereafter.
The successful contractor will be required to provide warranties as part of the project handover.
The EOI stage assesses capability and suitability for shortlisting. The RFT stage will evaluate detailed qualitative and price submissions to select the preferred contractor.
Mandatory eligibility criteria include financial standing, relevant project experience, design capability, legal eligibility and licensing, certified quality, safety, and environmental management systems, and satisfactory health, safety, and environmental performance.
