The estimated initial period of the contract is between 9 September 2026 to 30 June 2027.

If e-invoicing is used, payment will be made within five 5 calendar days of receiving a correctly rendered invoice. In all other circumstances, payment will be made within twenty 20 calendar days.

Responses will be evaluated to determine which potential supplier has proposed the best value for money outcome for the customer.

Potential suppliers are required to comply with all requirements set out in the Commonwealth Approach to Market Terms and agree to enter into a contract which incorporates the Commonwealth Contract Terms.

Unless otherwise notified by an addendum, there are no site inspections for this ATM.

Failure to comply with minimum content and format requirements or conditions for participation will mean the response cannot be considered.

The delivery timeframe for the services is from Friday, 3 March 2028 to Friday, 10 March 2028.

The contract will include clauses to give effect to the Department of Finance Resource Management Guide No. 417 Supplier Pay on Time or Pay Interest Policy.

Tenders will be evaluated on best value for money, with criteria including contract delivery, experience, pricing, location, specified personnel, financial and corporate capacity, noncompliance with the draft contract, and environmental sustainability.

No specific conditions for participation are listed, but suppliers must ensure their tender complies with minimum content and format requirements, including a signed potential supplier's deed.

The customer may ask some or all potential suppliers to host a site visit.

Complaints relating to the ATM are to be directed to the Director of Procurement at ***@***. *. * under the Government Procurement Judicial Review Act 2018 CTH are to be lodged via the customer's website.

Tenders may be excluded if they do not comply with minimum content and format requirements, if there are issues with ethical dealing, conflicts of interest, or if significant events are not disclosed.

The tender submission closing date is Friday, 28th August 2026, at 5:00 PM.

The vendor shall provide ongoing hardware warranty and a standard maintenance schedule for all supplied hardware for the full duration of the contract term.

Tender submissions will be assessed against both commercial (pricing etc. ) and technical (non-price) criteria. Technical criteria include demonstrated capability and capacity, risk management, quality management systems, installation feasibility, support services, relevant experience, product/service offering suitability, and environmental/social sustainability. Commercial criteria include supply and installation cost, project delivery cost, and ongoing annual costs.

Tenderers must be appropriately qualified and experienced. Mandatory participation criteria include work, health, and safety, financial and commercial trading integrity, and completion of all required returnable schedules.

An RFT site inspection is available on Friday, 14th August at 11:00 AM at Waverley Council Depot, 67a Bourke Street, Alexandria, NSW. Attendance is not mandatory. Please confirm attendance by Tuesday, 11th August 2026.

Respondents may be disqualified for offering inducements, canvassing, improper assistance, collusion, or providing false or misleading information.

Tenderers will be assessed on a combination of quality, reliability, timeliness, service, capital and recurrent costs, and other factors relevant to the fulfilment of the business needs, aiming for best value for money.

The tenderer must be a legal entity with a registered ABN and demonstrated ability to deliver the project without exposing the government or community to unacceptable risk. Confirmation of no modern slavery product and provision of required insurance certificates are also mandatory.

A tender briefing will be held onsite on Wednesday 22 July, and a second briefing session will be held on Wednesday, 29 July. Attendance at these sessions is desirable but not mandatory.

Submissions may be disqualified if they fail to comply with mandatory criteria, are late, or if the tenderer engages in collusive practices, corrupt or unethical behaviour.
