Tenders are sought for the supply and delivery of one 6x4 rigid 10,000 litre bitumen sprayer. Tenders will be considered for the sprayer only, or with a trade-in. Submissions must be made electronically via the etendering portal by 2:00 PM on Thursday, 2 July 2026 AEST. Enquiries must be made in writing via the online forum on the etendering portal at least 7 days before the closing date. The council is not bound to accept the lowest or any tender. Evaluation criteria include local purchasing, social and sustainable outcomes, price, quality of proposed specification, parts and servicing, and demonstrated proven experience.
Delivery must be to Council's Red Cliffs Depot, 5 Avocat Avenue North, Red Cliffs. Failure to deliver within 30 days of the specified date may result in financial compensation or order cancellation.
The tender will be awarded by applying value for money principles, considering local purchasing (5%), social and sustainable outcomes (10%), price (30%), quality of proposed specification (25%), parts and servicing (20%), and demonstrated proven experience (10%).
Tenderers must provide a signed statutory declaration and complete the questionnaire in the tender schedules. If trading as a company, a copy of the certificate of incorporation and current company extract is required. If a trust, a registration certificate including the trustee's ACN is needed.
Failure to deliver the graders within 30 days of the specified date may result in council requiring financial compensation to cover interim alternative hire arrangement costs or the council reserves the right to cancel the order.

Tenders may not be considered if they are late, submitted by any means other than online submission, or if the tenderer engages in canvassing or seeks improper assistance in tender preparation.
