This is a Request for Tender for a Maintenance Services Contract (MSCI2024) for HMPNGS Tarangau Lombrum and the Australian controlled compounds on Manus Island, Papua New Guinea. The contract includes maintenance and living services. The closing date for submissions is 8 June 2026. An industry briefing will be held on Manus Island. Tender responses must be submitted electronically via Austender. The services commencement date is 17 August 2026.
The services commencement date is from Monday 17 August 2026, in accordance with addendum no. 3.
Tenders will be evaluated to determine the tender which represents the best value for money to the Commonwealth, applying criteria including services understanding and draft operational plan (40%), proposed resources (50%), and transition plan (10%).
The tenderer must lodge a conforming tender that satisfies minimum form and content requirements and any conditions for participation specified in the tender particulars. Financial viability is also assessed.

If the tenderer finds any discrepancy, ambiguity, error or omission in the tender documents, has any questions or concerns, or wishes to make a complaint or any enquiry concerning the tender documents or the tender process or any comment on the contract in part 5, it must notify the tender administrator by email no later than 7 days prior to the closing date and time.
The tender may not be evaluated or continue to be evaluated if it is not lodged in accordance with clause 3. 1a, does not satisfy minimum form and content requirements, or if the tenderer fails to satisfy any conditions for participation.
