Penrith City Council is seeking tenders for the supply of landscape supplies and quarry products on an as-required basis for an initial period of three years, with two one-year extension options. The tender covers a range of products including quarry products (new and recycled), topsoil, turf, soft fall, and mulch. Suppliers will be evaluated based on a schedule of rates and qualitative criteria. Key requirements include compliance with Australian Standards, provision of test certifications, and adherence to environmental and safety management systems. The tender closes on April 1, 2026.
The contract will be for an initial three 3 years with the option by council to extend for a further two 2 x one 1 year extension options.
The tenderer acknowledges and warrants that it agrees payment terms are 30 days from date of invoice for performance of the services.
The tenderer acknowledges and agrees that warranties and guarantees offered on the services are to be included in the schedule of fees.
Tenders will be assessed based on whether the tender satisfies the conditions of participation in clause b6 and the compliance criteria, on a pass/fail basis, set out below at clause 5. 6. Tenderers satisfying both the conditions of participation and the compliance criteria will then be evaluated by the application of the weighted qualitative evaluation criteria which is also set out below at clause 5. 7.
The tenderer shall be required to hold the following licenses or registrations in order to perform the services under the contract: insert details of licenses and registrations required.
The tenderers shall allow councils representatives to inspect the works, quarry or plantation for the purpose of making an assessment of the material on the spot or for taking samples.
In order to establish with some confidence that the soil intended to be supplied to council is suitable and complies with specification, companies may be required to submit representative soil samples to an accredited testing authority for analysis.
The council will not accept a written notice by a tenderer under clause 3. 5 of these conditions of tender which is received any later than three 3 business days prior to the tender closing date and time.
