The Department of Climate Change, Energy, the Environment and Water is seeking suppliers to establish and administer the Australia-Pacific Partnership for Energy Transition (APET) Delivery Centre. The centre will support Pacific nations in transitioning away from fossil fuels, improving energy security, and reducing electricity costs. Key responsibilities include developing and delivering workplans and projects, providing technical assistance, modelling, analysis, and skills training. The contract is until June 2029, with a possibility of extension to June 2031. The total budget for the centre is up to $40 million, with administration costs capped at 15%. Expressions of Interest close on 17 August 2026. The process is multi-stage, with shortlisted suppliers invited to a Request for Tender (RFT).
The contract with the successful supplier leading the centre would be until June 2029, with the possibility of extension to 30 June 2031.
The supplier should identify in their declaration whether or not it is a reporting entity as at the date of its response, for the purposes of the payment times procurement connected policy. If a supplier is a reporting entity, the supplier agrees to be subject to the relevant requirements of the payment times procurement connected policy in any resulting contract. The payment times procurement connected policy requires reporting entities that enter into a contract with the commonwealth to pay their subcontractors within 20 calendar days.
The preferred tender to any subsequent RFT process will be selected based on best value for money.
Suppliers must demonstrate capability and experience in establishing and administering large-scale program delivery centres, managing significant program funding, and possessing technical expertise in energy system planning and renewable energy skills and training. They must also demonstrate strong relationships with Pacific partners and stakeholders.
The last date for potential suppliers to ask questions of the Commonwealth is 5 August 2026.
The Commonwealth may exclude a supplier from further consideration if they fail to notify the Commonwealth of a conflict of interest or are unable to resolve it, fail to comply with specified clauses, or if any representation or warranty is incorrect or misleading.
The centre will have a budget of up to 40 million.
