Desirable criteria include capability and capacity, previous experience, key personnel, compliance to specification/methodology, and cost and value for money.
To be a conforming offer, the offer must be received by the closing date and time, be in the specified format and method, be open for the minimum offer validity period, satisfy all mandatory evaluation criteria, and respond to all applicable sections of the ITO response schedules and addenda in full, providing relevant attachments.
