This is a Request for Tender (RFT) from the City of Whyalla for the Whyalla Basketball Stadium Fire Services Upgrade. The project involves the supply, installation, and commissioning of two 144kl fire water storage tanks, associated booster assembly, hardstands, and additional fire hose reels. Submissions are to be made electronically via www. ***. *. * mandatory site inspection will be held on Tuesday, 31 March 2026. Last queries date is Thursday, 9 April 2026. The closing date for tenders is Wednesday, 15 April 2026. Anticipated notification to the successful tenderer is Tuesday, 21 April 2026, with anticipated execution of agreement on Friday, 24 April 2026, and anticipated commencement of contract on Monday, 27 April 2026. The contract is expected to be practically completed by Friday, 26 June 2026. Tenderers must comply with various codes and standards, including the Building Code of Australia and relevant Australian Standards. Quality assurance and safety assurance are critical. The contractor must provide a 12-month warranty on equipment, maintenance, and servicing. All subcontractors must have adequate licenses and insurances. The tenderer must complete and return all schedules as per the response form. The council reserves the right to amend, vary, supplement, or terminate the RFT, and to accept or reject any tender.
The anticipated practical completion date for the works is Friday, 26 June 2026.
The contract includes equipment warranty, maintenance, and servicing of the systems for 12 months from the date of practical completion.
Tenders will be evaluated on their merits according to resources (medium weighting), price (high weighting), weighted local business support (high weighting), environmental management (low weighting), quality management systems (low weighting), construction methodology (medium weighting), program management plans (medium weighting), and experience (medium weighting), risk management (medium weighting). Non-weighted criteria include proposed subcontractors, registrations and accreditations, financial capacity, referees, timeframe, contract issues and disputes, regulatory history, SA industry participation policy, and general matters.
Tenderers must be suitably qualified contractors. Mandatory criteria include submission of a formal offer, tenderer's details, insurances, workcover agreement, security, submission of statement of conformity, mandatory work health safety, warranties or guarantees, industrial relations, and conflict of interest.
A mandatory site inspection will be held on Tuesday, 31 March 2026, at 2:30 PM at the Whyalla Basketball Stadium. A site visit is a prerequisite to the submission and consideration of a bid.
