The bid submission deadline is Friday 17 April 2026 at 2:00 am E. South America Standard Time.

The bid requires proposals from suitably qualified consultants.

Services may be undertaken remotely, however at least two site visits will be required for stakeholder engagement and onground assessment.

The supplier query cutoff is Tuesday 14 April 2026 at 2:00 am E. South America Standard Time.

The quotation closing date and time is 12pm, 19th April, 2026.

The bid notice states that payment terms are 30 days from the date of invoice for the professional services.

In evaluating quotations, council may take into consideration factors including, but not limited to: price, experience and previous performance, safety performance, conformity with the requirements of this RFQ, conformity to relevant council policies and whether the respondent is a local supplier to the Penrith LGA.

The respondent must complete and lodge its quotation in accordance with the requirements of the Council's Code of Conduct and comply with and observe the ethical principles in Council's Statement of Business Ethics.

The project stages and their associated timelines, including hold points and completion dates, are outlined in Table 13. The final handover of data and completion of the contract is scheduled for a date to be confirmed (TBC).

The project team should undertake a comprehensive familiarisation field inspection of the study areas during the initial stages of the project, ideally with representatives from the council.

The closing time for offers is 4:00 PM on 30 April 2026. The expected decision date is 07 May 2026.

The bid notice states that council will pay the amount of each invoice within 30 days of its receipt or 30 days after completion of the service, whichever is the later, except where council notifies the contractor of a dispute.

The contractor warrants on both labour and materials supplied under this contract that where within 12 months of the completion of the service, any defect arises other than from reasonable fair wear and tear in relation to the output of any service performed by the contractor, the contractor shall promptly upon receipt of written notice thereof from the council, at its own cost rectify the defect or reexecute or make good any service not properly performed.

Offers will be evaluated based on price (30%), experience and capability (20%), methodology (20%), capacity (20%), social economic benefit (5%), and environmental benefit (5%). The overall value for money evaluation will combine the evaluation score and the pricing assessment outcome.

Each supplier must meet mandatory compliance criteria, including minimum insurance requirements. Invitees that do not meet the mandatory requirements will not be considered further.

If the services are not provided by the end date of the contract, liquidated damages may apply in the amount specified in item 12 of the schedule, for every day after the end date of the contract, until the services are provided to council's satisfaction.
