This is an invitation to supply for consultancy services to conduct an initial needs and options assessment for the Swan Hill Integrated GovHub. The objective is to investigate the feasibility of developing a consolidated government services facility. Key requirements include an internal needs assessment, identification of potential external collaborations with state and federal government agencies, location analysis, market scanning, and development of a high-level phasing and funding options. Offers must be submitted electronically by 4:00 PM on 30 April 2026. Mandatory insurance requirements include public liability insurance with a minimum cover of AUD 20 million and professional indemnity insurance with a minimum cover of AUD 5 million per claim.
The closing time for offers is 4:00 PM on 30 April 2026. The expected decision date is 07 May 2026.
The bid notice states that council will pay the amount of each invoice within 30 days of its receipt or 30 days after completion of the service, whichever is the later, except where council notifies the contractor of a dispute.
The contractor warrants on both labour and materials supplied under this contract that where within 12 months of the completion of the service, any defect arises other than from reasonable fair wear and tear in relation to the output of any service performed by the contractor, the contractor shall promptly upon receipt of written notice thereof from the council, at its own cost rectify the defect or reexecute or make good any service not properly performed.
Offers will be evaluated based on price (30%), experience and capability (20%), methodology (20%), capacity (20%), social economic benefit (5%), and environmental benefit (5%). The overall value for money evaluation will combine the evaluation score and the pricing assessment outcome.
Each supplier must meet mandatory compliance criteria, including minimum insurance requirements. Invitees that do not meet the mandatory requirements will not be considered further.
If the services are not provided by the end date of the contract, liquidated damages may apply in the amount specified in item 12 of the schedule, for every day after the end date of the contract, until the services are provided to council's satisfaction.
