Metro North Health (MNH) is seeking a cloud-based Contractor Management System (CMS) as a Software as a Service (SaaS) solution. The system will manage health and safety requirements for contractors. The contract term is three years with two optional 36-month extensions. Offers are due by 2:00 PM AEST on June 15, 2026. No briefing sessions or site visits will be held. Evaluation criteria include mandatory compliance with laws, insurance, supplier code of conduct, and response completeness, as well as desirable criteria such as business requirements, capability, experience, and value for money. Offers must be lodged by the closing date and time to be considered as a conforming offer. The closing time and date for offers is 2:00 PM Australian Eastern Standard Time AEST on Monday, 15 June 2026.
The supplier warrants that all representations, declarations, statements, information and documents made or provided by the supplier are complete, accurate, up-to-date and not misleading in any way.
The evaluation criteria include mandatory criteria such as compliance with laws, insurance, supplier code of conduct, and response completeness, as well as desirable criteria including ability to meet business requirements, supplier capability, capacity, methodologies, previous experience, purposeful public procurement outcomes, and cost and value for money.
To be a conforming offer, the offer must be received by the closing date and time, be received in the format and method described, be open for the minimum offer validity period, be submitted entirely in English, express all measurements and currency in Australian legal units, satisfy all mandatory evaluation criteria, respond to all applicable sections of Part C ITO response schedules, acknowledge any addenda issued, and be executed by the offeror.
MNHHS will not be holding site visits for this opportunity.
If a supplier considers that they have been unreasonably or unfairly treated and the issue has not been resolved with the MNPS contact officer, the supplier may request for the issue be assessed by the executive director procurement supply, corporate business services executive. This must be done within 10 business days of submission of the issue.
Any offer that does not satisfy the mandatory criteria will be considered nonconforming and may be set aside from evaluation at the customer's discretion. Failure to comply with addenda requirements may result in the supplier's offer being excluded from further consideration.
