The date for completion is December 2027 or 36 months from the execution date.

Payment claims can be submitted monthly, with payment due within 30 days after the issue of the payment schedule or receipt of a tax invoice, whichever is later.

The successful tenderer will be required to pay an annual rental amount, be responsible for all outgoings related to the trustee lease, and pay lease registration fees.

The evaluation process will consider alignment to the use of the land, council's objectives, and the broader needs of the community, with an overall value for money assessment.

The successful tenderer will be required to hold, or detail how they intend to obtain, qualifications and skills to safely operate the permitted use of the land, and maintain $20 million public liability insurance throughout the trustee lease term.

Where key performance indicators are not met, council reserves its rights in accordance with the trustee lease terms, up to and including termination, to address any breaches.

Attendance at a site visit is optional and is scheduled to take place on Thursday 23 April 2026 at various times for each land parcel.

Last clarification requests are to be received by Wednesday, 29 April 2026.

The bid notice specifies the following deadlines for survey reports: Western Plains fixed-wing survey report in September 2026, Central Tablelands helicopter survey report in October 2026, Western Plains fixed-wing survey report in September 2027, and South East Tablelands helicopter survey report in October 2027. The final report is due one month following the completion of field surveys.

The evaluation assessment criteria include capability, methodology, organisational capacity, price, experience, and terms and conditions.

Suppliers must provide evidence that the organisation and named key personnel have successfully delivered comparable aerial wildlife surveys in terms of scale, geography, survey windows, and regulatory context. They must also demonstrate delivery to time, cost, and quality, including data integrity, reporting timeliness, safety record, and stakeholder feedback. Additionally, suppliers must have proven quality of outputs (accuracy, clarity, timeliness, usability) and a track record of positive referees and continuous improvement.
