Offers are invited for the recovery, purchase, collection, transport, reporting, and lawful processing of used lead acid batteries (ULABs) within the Bundaberg Regional Council area. The contract duration is three years with two one-year extension options. The successful supplier will be required to provide, service, and maintain suitable battery storage containers, collect ULABs upon request or scheduled servicing, transport them using licensed vehicles and personnel, and ensure lawful and responsible management. Council makes no representation on the volume or quality of ULABs. Mandatory criteria include compliance with the invitation to offer, WHS requirements, and holding an applicable ERA licence. Respondents must provide evidence of environmental authority for regulated waste transport and details of vehicles and WHS systems. Pricing should be exclusive of GST, with a preference for the supplier to cover all costs and receive payment for ULABs collected. Pricing is to be fixed for the first year. Insurance requirements include workers compensation, public liability (minimum $20,000,000), and third-party property damage. Suppliers must categorize their business and provide local content information. A detailed WHS system questionnaire and capability/experience information are required.

Council's preference is for the successful supplier to provide all containers, delivery, collection, servicing, transport, processing, documentation, and reporting at no charge to Council, with Council receiving payment for ULABs collected according to an accepted payment formula. Pricing is to be fixed for the first year.
Suppliers must be suitably qualified, experienced, and licensed. Mandatory criteria include compliance with the invitation to offer, WHS requirements, and holding an applicable ERA licence under the Environmental Protection Regulation 2019 QLD. Evidence of current environmental authority for ERA 57, regulated waste transport, or lawful authorization for proposed transport activities, details of vehicles, and current WHS system documentation are required.

Offers that do not satisfy the mandatory tender criteria may be deemed non-conforming and may not proceed to further evaluation. Tenderers who do not satisfactorily complete the WHS system questionnaire will be ineligible for selection.
