Redland City Council - Agency Tenders

The project in its entirety is to be completed before Friday the 29th May 2027, as stated in the tender notice.

The tenderers are advised that Redland City Council's objective in evaluating tenders is to secure the most advantageous offer and best value for money for Redland City Council and not necessarily the lowest price.

Tenderers must provide all information required by the attachments contained in Section B Returnable Schedule Attachments, a statement of noncompliance where they do not comply with or agree with all of the clauses or conditions in the Project Brief Part 4, the draft General Conditions of Contract Part 3, and/or where applicable the Special Conditions of Contract Part 3, and details of any special conditions pertaining to the tender.

To assist tenderers in preparing their tenders, an inspection of the site is highly recommended. Site visits are at the tenderer's discretion.

The method of lodgement of samples is not applicable.

Tenderers seeking clarification of any of the requirements of this ITT prior to the tender closing date/time may only do so in writing and by lodging their clarification on the online forum no later than two 2 business days prior to the closing date specified in clause 2. 8 of these conditions of tender.

The RFP closing time and date is 22 April 2026, 4:00 PM AEST.

The respondent warrants that it has carried out all relevant investigations, examined and satisfied itself concerning the RFP requirements, informed itself of the nature of the obligations, has not relied on information provided by council, satisfied itself as to the correctness and sufficiency of its response, and that its response is accurate and complies with all relevant laws and RFP requirements.

Proposals will be evaluated against non-price criteria including supplier diversity and local benefits (15%), performance capability and capacity (10%), key personnel availability (15%), program, methodology, and approach (30%), and health, safety, and environment (5%). Price has a weighted element of 25% and is used to establish the best overall value for money offer.

The RFP seeks proposals from suitably qualified consultants. Specific qualification details are not explicitly listed in a single sentence but are implied through the evaluation criteria related to performance capability, capacity, and key personnel.

The respondent warrants that it has carried out all relevant investigations including of the site and its surrounds if applicable.

Clarification requests must be lodged on the vendor panel online requests forum no later than two 2 business days prior to the closing date.

The targeted completion of the project is end of December 2026.

The evaluation criteria include demonstrated experience, capability to deliver the project, understanding of supply chain risks, and local business benefit.

Interested parties are required to submit proposals that meet the projects objectives and requirements.

An optional site visit may be scheduled at a later date should tenderers wish to attend the site.

Any or all clarification must be lodged no later than 08 april 2026.
