Central Coast Council is seeking Expressions of Interest (EOI) for the development and delivery of a new Food Organics Garden Organics (FOGO) processing facility. This project aims to divert organic material from landfill, reduce greenhouse gas emissions, and enhance resource recovery. The facility will be developed under a public-private partnership (PPP) via a Build-Own-Operate-Transfer (BOOT) contract. The EOI process involves three parts: Project Information, Conditions of EOI, and Returnable Schedules. Key aspects include project objectives, scope, contractor responsibilities, infrastructure requirements, operations and maintenance, and a proposed commercial and financial framework. The indicative project timeline spans from procurement in July 2025 to commencement of operations in January 2030. The proposed site is located at the Buttonderry Waste Management Facility. Respondents are required to demonstrate compliance with mandatory criteria related to WHS, Quality Management, and Environmental Management systems. Evaluation will be based on weighted criteria including project understanding, respondent capability, and commercial solution. The closing date for submissions is 7 July 2026.
The closing date and time for the submission of responses is 7 July 2026 at 2:00 pm.

The evaluation of responses will be based on weighted evaluation criteria including project understanding, respondent capability, and the commercial solution, aiming to optimize value for money (VFM).
Respondents must demonstrate compliance with mandatory criteria including WHS (ISO 45001:2018 accredited or equivalent), Quality Management (AS/NZS ISO 9001:2016 accredited or equivalent), and Environmental Management (AS/NZS ISO 14001:2016 accredited or equivalent).

The closing date for clarifications and enquiries is 23 June 2026.
A response that fails to satisfy one or more mandatory criteria may be rendered non-conforming and the council retains discretion to disqualify the response from further evaluation.
