The Department of Climate Change, Energy, the Environment and Water is seeking suppliers to establish and administer the Australia-Pacific Partnership for Energy Transition (APET) Delivery Centre. The centre will support Pacific nations in transitioning away from fossil fuels, improving energy security, and reducing electricity costs. The contract is until June 2029, with a possible extension to June 2031. The supplier will develop and deliver workplans and projects, provide technical assistance, modelling, analysis, and skills training. Administration costs are capped at 15% of the centre's budget. Expressions of Interest close on 17 August 2026. The total budget for the centre is up to $40 million.
The contract with the successful supplier leading the centre would be until June 2029, with the possibility of extension to 30 June 2031.
The supplier will be required to submit quarterly reports detailing completed and planned activities, which will be used as the basis for monitoring and reporting to DCCEEW, and will be required to receive payments.
The proposed evaluation criteria for the RFT process will be comparable to the EOI evaluation criteria and will include consideration of price and value for money, explicit consideration of the APET delivery principles, and require compliance with relevant Commonwealth procurement connected policies.
Suppliers must demonstrate capability in governance and administration, financial and commercial capability, technical expertise and experience in energy system planning and renewable energy skills and training, and engagement with Pacific partners and stakeholders.
The last date for potential suppliers to ask questions of the Commonwealth is 5 August 2026.
The Commonwealth may exclude a supplier from further consideration if they fail to resolve conflicts of interest, fail to comply with specified clauses, or if any representation or warranty is incorrect or misleading.
The centre will have a budget of up to $40 million.
