The Department of Foreign Affairs and Trade (DFAT) is seeking a supplier to provide contractor personnel for airport facilitation services, including meet and greet functions for foreign dignitaries. The services will be delivered on an as-needed basis across multiple Australian airports. The supplier will be responsible for recruiting, onboarding, and managing a pool of personnel, including payroll, insurance, and compliance. The contract is expected to commence in July 2026 for an initial period of two years with extension options. Tenderers must comply with DFAT security, WHS, and conduct requirements. The closing date for submissions is July 6, 2026.
Services are expected to commence from July 2026, with delivery required on an ongoing, as-needed basis for the duration of the contract.
The supplier will manage payment to the AFCs and invoice DFAT periodically as agreed.
Tenders will be assessed against criteria including demonstrated understanding of services, risk management, capability and capacity, adherence to legislation, and pricing. The department will determine best value for money.
Tenderers must demonstrate legal capacity, appropriate insurances (workers compensation and public liability), compliance with WHS obligations, and the capacity to provide personnel meeting DFAT security and operational requirements. They must not be subject to exclusion criteria under the Commonwealth Procurement Rules.
Presentations and/or site visits may be requested if required during the evaluation process.
Tenders may be excluded if they fail to meet mandatory conditions for participation, minimum content and format requirements, or if the tenderer has made false or misleading claims, engaged in collusive tendering, or has been convicted of a criminal offence.
