This Expression of Interest (EOI) is for the provision of planning consultancy services for the preliminary evaluation stage of the Bruce Highway Upgrade project, specifically the section from Steve Irwin Way to Caloundra Road. The Department of Transport and Main Roads (TMR) is seeking prequalified engineering consultants. This is the first stage of a two-stage procurement process, where up to three respondents will be shortlisted to proceed to the Invitation to Offer (ITO) stage. The project involves a capacity upgrade to the Bruce Highway. Consultants must be prequalified in specific categories, with some potentially being subconsulted. The EOI closes on 28 May 2026. Key dates include the EOI opening on 4 May 2026, EOI pre-close briefing on 11 May 2026, and anticipated contract award in September 2026. Submissions must be made electronically via the Vendor Panel website in PDF format.
The EOI closes on Thursday, 28 May 2026, at 17:00. The submission of draft PE is anticipated in December 2027, with finalisation and approval of PE expected in June 2028.
Offers will be evaluated based on two selection criteria: 1. Relevant key team member skills, capacities, and availability (60% weighting), and 2. Delivering the service approach methodology, understanding the need and expected outcomes (40% weighting).
Consultants are required to meet minimum prequalification categories and levels as described in the 'Prequalification of Consultants for Engineering Projects **** Information Brochure'. Specifically, the lead consultant or joint venture must have BD3, HE3, HD3, TE3, and TP3 prequalification. Further prequalification in CE3, ES3, FC2, GE2, ITS2, and TLUM2 may be subconsulted.
The principal reserves the right to seek recourse, including remedies available under the contract, in the event that the consultant fails to meet their obligations regarding deliverables being fit for purpose and free from defects, errors, and omissions.
The consultant should undertake any necessary inspections of the site to acquaint themselves with all existing conditions that may affect their understanding of the program or the consultant's role in the project.
Any response not lodged before the closing time and date and/or which does not comply in every respect with the document, may or may not be considered, at the sole discretion of TMR.
