The Sydney Harbour Federation Trust is seeking tenders for barging services to Cockatoo Island. A mandatory briefing is scheduled for October 23, 2025. Tenders must be lodged via Austender by November 5, 2025. The contract commencement is January 15, 2026. The evaluation criteria include company experience, vessel suitability, safety, and environmental sustainability. Respondents must meet specific conditions, including insurance requirements and attendance at the briefing. The Harbour Trust may exclude non-conforming tenders. The RFT timeframe is subject to change.
The first barge service is scheduled for January 15, 2026, as stated in the bid notice.
Responses to this RFT will be evaluated in accordance with the RFT conditions and against the following nonprice evaluation criteria: 1. company experience in delivering similar services. 2. capacity and suitability of vessels and crew. 3. safety management plan 4. safety and compliance record 5. risk management, whs and contract risk assessment 6. company approach and contribution to: a. environmental sustainability b. local economy c. indigenous engagement d. innovation.
Tenders must comply with the following conditions for participation: the respondent is a legal entity at the closing time. if the respondent is responding to this rfq as a trust, please attach a copy of any relevant trust deeds. the respondent accepts the rfq conditions part b. the respondent agrees, and requires any subcontractors to agree, to abide by the harbour trust supplier code of conduct. the respondent has declared any actual, perceived or potential conflict of interest to the harbour trust. confirmation that neither the respondent organisation, nor any of its directors, have had a judicial decision against them relating to employee entitlements or workplace health and safety. confirmation that neither the respondent organisation, nor any of its directors, have been found to be dishonest, unethical or unsafe. the respondent has completed each part c response schedule, in english. public liability insurance, with cover for 20 million per occurrence, or respondent confirms this level of insurance will be taken out if successful. marine and cargo insurance for 20 million per occurrence covering tug and barge operations including protection and indemnity, hull and machinery, cargo, pollution liability, property, passengers and third parties, or respondent confirms this level of insurance will be taken out if successful. workers compensation insurance. the respondent has attended the mandatory tender briefing.
