Midcoast Council is seeking experienced tenderers for the design and construction of upgrades at the Gloucester Landfill site. The project includes a clay waste cell landfill lining system with leachate and stormwater infrastructure, a sediment pond, a bitumen hardstand area, and an optional entrance road renewal. The facility will remain operational during works. Tenderers must attend a mandatory site briefing on Monday 13th July at 11 am. The closing date for submissions is Friday 14 August 2026.

The contract outlines payment terms and retention schedules, with payments generally made within 15 business days of a payment claim, subject to conditions and supporting documentation. Final payment is made after completion and resolution of defects.
The contract includes a post-completion period of 52 weeks, which does not limit the contractor's ongoing liability for design, latent defects, statutory warranties, or breach of contract.
Tenderers must provide evidence of their quality, WHS, and environmental management systems, or equivalent evidence if certification is not held. They must also disclose any WHS or environmental prosecutions, fines, or regulatory notices.
The contract includes provisions for liquidated damages if the contractor does not complete a milestone or the work within the specified timeframes.
Attendance at the mandatory site briefing on Monday 13th July at 11 am is required, or written approval for non-attendance must be obtained from the principal.
Disputes are to be notified within 10 business days of the act or omission, or expiry of a relevant period. If not resolved, an independent expert will determine the dispute.
Tenderers must ensure their submitted tender is conforming and clearly identify any alternative tenders, optional additional work, qualifications, exclusions, assumptions, or departures. Failure to comply with RFT documents and contract terms may lead to disqualification.
