A tenderer may have its tender rejected if found to have offered a bribe, discussed the tender with unauthorized council personnel, or if their conduct reflects negatively upon the council. Additionally, if the tenderer or its personnel becomes an excluded person or acts inconsistently with council policy, the tender may be rejected or any award withdrawn.
