Swan Hill Rural City Council is seeking a qualified consultant to conduct a strategic review of the Swan Hill Motorsports Complex. The review will inform decisions on the future ownership, management, and development of the complex. The procurement method is a Request for Proposal. Council will pay invoices within 30 days of receipt or 30 days after completion of the service, whichever is later, provided the invoice is valid and authorized.
The contractor warrants that materials and documents produced will not breach any third-party intellectual property rights, and that any defects in labor or materials within 12 months of service completion will be rectified at the contractor's cost.
Offers will be evaluated based on price (30%), experience and capability (20%), methodology (20%), capacity (20%), social economic benefit (5%), and environmental benefit (5%), aiming for the best value for money.
Suppliers must meet minimum insurance requirements as a mandatory precondition for their bid to be considered.
If services are not provided by the end date, liquidated damages may be applied for each day after the end date until services are completed to council's satisfaction.
A non-mandatory online briefing session will be held on April 14, 2026, via Microsoft Teams. An onsite inspection of the Swan Hill Motorplex is also part of the scope of services.
