Waverley Council is seeking submissions from qualified respondents to operate a community market in Roscoe Street Mall, Bondi Beach. The contract will be a licence agreement for up to five years. The market will operate up to five days per week between 1:00 PM and 10:00 PM from September to May, with potential for additional days from June to August. A mandatory tender briefing and site inspection will be held on June 30, 2026, and July 2, 2026. Submissions close on July 15, 2026. The operator will be responsible for market operations, stallholder management, marketing, and waste management. No food or food-related stalls are permitted. A minimum of one stall must be available free of charge for charities or local community groups per market day. The successful tenderer must have public liability insurance of $20,000,**** per incident.
Tender submissions must be lodged by Wednesday, 15 July 2026, 5:00 PM.
Payments between council and the contractor will be exclusively in Australian dollars (AUD). Prices must be quoted exclusive of GST.
Tender submissions will be assessed against both commercial pricing and technical non-price criteria. Technical criteria include demonstrated experience, proposed operating model, management plans, methodology, understanding of community requirements, and evidence of environmental and socially sustainable practices. Commercial criteria include the lump sum price offered as a licence fee/rent.
Respondents must be appropriately qualified and experienced. Mandatory participation criteria include work, health and safety, financial and commercial trading history including insurances, completion of all required returnable schedules, satisfactory compliance with acts and regulations, modern slavery, industrial legislation, and onsite attendance at a tender briefing.
A mandatory tender briefing site inspection will be held on June 30, 2026, at 11 AM and July 2, 2026, at 11 AM at Roscoe Street Mall, Bondi Beach. Failure to attend will make the respondent ineligible to submit a response.
Supplier query cutoff is Friday, 10 July 2026, 04:00 AM.
Respondents may be disqualified for offering inducements, canvassing council personnel, improper assistance in tender preparation, collusion, or providing false or misleading information.
