Respondents will need to display past experience in recent and comparable, major infrastructure design and construction projects with a construction value exceeding AUD250m. Respondents will need to display a suitably skilled team with direct and diverse experience in comparable projects, spanning from early procurement phases through to design and construction phases, display a well-defined approach to delivering the services with effective access to broader, multidisciplined support and demonstrate the ability to seamlessly integrate with POHC and interface effectively with other teams and advisors, and contractors.

The successful respondent is required to enter into an exclusivity agreement to agree that it will not act for tenderers for the MWC or the successful main works contractor who is appointed to deliver the VRET project, without express consent from POHC.

Proposals will be evaluated based on expertise, knowledge, and experience (20%), technical compliance and capability (20%), understanding and approach (30%), innovation and continuous improvement (10%), and framework alignment (20%). The overall value for money will combine the evaluation score and pricing assessment.

Suppliers must meet mandatory criteria including adherence to the supplier code of conduct, completion of the confirmation letter, responding to all required items, and holding a preassessment certificate issued by the Fair Jobs Code unit for threshold procurement contracts (contracts with a value of $1 million or more).

Suppliers may be disqualified if they engage in collusion, anti-competitive conduct, or fail to comply with the requirement to seek information only from the designated SEC representative.
