The Department of Education is seeking proposals for the development of standardised designs and specifications for early childhood playgrounds. The project involves a three-stage process: reviewing existing early learning centres, developing standardised designs and specifications, and creating an operation and maintenance manual. Key considerations include compliance with Australian Children's Education and Care Quality Authority (ACECQA) standards, Education and Care Services National Regulations, and internal design guidelines. The scope also covers WHS, quality, servicing, serviceability, longevity, usability, and financial aspects. Deliverables will include reports, drawings in DWG/Revit and PDF formats, and text documents in Word equivalent and PDF. The contract duration is expected to be 12 months from the contract award date. Suppliers must comply with Queensland Government's ethical supplier threshold and supplier code of conduct, and provide specified insurance. Quotes will be assessed based on program methodology, resources, capability, capacity, project understanding, and price. Travel and accommodation costs for site visits should be priced separately.
The project is required to be completed within 12 months of contract award, with specific stage deadlines including a draft Stage 1 report within 3 months, and draft Stage 2 designs within 6 months of contract award.
Payment terms are 20 days.
The offeror warrants that their responses to the ethical supplier threshold criteria are true and correct, and will promptly notify the client of any changes. If awarded a contract, the offeror will comply with specific clauses of the special conditions of contract.
Quotes will be assessed based on program methodology (30% weighting), resources, capability and capacity (25% weighting), project understanding (10% weighting), and price (35% weighting).
Suppliers must comply with Queensland Government's ethical supplier threshold, Queensland Government Supplier Code of Conduct, Department of Education Supplier Code of Conduct, and active Queensland Government issued public health directions. They must also hold specified insurance, including Workers Compensation, Public Liability (minimum $10 million), and Professional Indemnity (minimum $2 million).
A supplier market briefing will be held on 09/04/2026 at 11:00 am via Teams. Attendance is recommended, and suppliers are to register attendance by 08/04/2026.
