Muswellbrook Shire Council is seeking multidisciplinary consultants for planning, design coordination, and development approval services for an industrial development at Lot 9, Glen Munro Road. Services include concept plan review, specialist consultant coordination, and DA documentation preparation. A non-mandatory pre-tender meeting and site inspection is scheduled for July 2, 2026. Tenders close on July 17, 2026. Evaluation will be based on a weighted scoring process considering various criteria including experience, methodology, and pricing.

Each tenderer warrants that its tender is submitted on the basis that it has fully informed and satisfied itself of all conditions and facts relevant to its tender, has independently satisfied itself with regard to all relevant information provided by the council, accepts full responsibility for its interpretations, deductions and conclusions, and is aware of part V of the Competition and Consumer Act **** Cth in relation to the giving of false and misleading information.
Tenders will be assessed using a weighted scoring process based on compliance, conformance, tendered pricing, tenderer assumptions and qualifications, and non-price criteria including experience and capability, performance/design methodology, timeframe, proposed personnel, sustainability, modern slavery mitigation, and local content.
Tenderers must demonstrate their capacity to manage work health and safety, environmental matters, and financial standing. Quality management system certification to AS/NZS ISO 9001:2016 may be considered. Financial assessment criteria include net tangible assets, current ratio, and working capital.
A pre-tender meeting and site inspection is scheduled for 02 July 2026, commencing at Muswellbrook Shire Council administration building and then moving to the site at Lot 9, **** Glen Munro Road. Attendance is non-mandatory.
Supplier queries must be submitted by Saturday 18 July 2026, 01:00 am E. South America Standard Time.
Tenders may be disqualified if they do not comply in full with the RFT, if collusion is detected, or if a conflict of interest cannot be resolved to the council's satisfaction.
