The National Capital Authority (NCA) is seeking a consultant for Independent Technical Advisor (ITA) services for Scrivener Dam from 2026 to 2029. Services include regular audits of the Dam Safety Management Plan (DSMP) and technical advice. The contract term is 3 years with a potential 1-year extension. Key dates include a question closing date of 6 August 2026 and an ATM closing date of 13 August 2026. Deliverables include annual validation audits and a 5-yearly functional audit. The NCA will not provide facilities or assistance. Payment terms are within 20 calendar days of receiving a correctly rendered invoice. Suppliers must be Australian or New Zealand businesses and comply with the Commonwealth Supplier Code of Conduct. Evaluation will be based on weighted criteria including ability to meet requirements, demonstrated capability and capacity, and previous performance, with price also considered.
The annual validation audit of the DSMP is due by 31 August each year. The 5-yearly functional audit is due in August 2029. Ad hoc technical advice is required as needed.
The customer must pay the amount of a correctly rendered invoice to the supplier within twenty 20 calendar days after receiving it, or if this day is not a business day, on the next business day.
Tenders will be evaluated against weighted criteria including ability to meet requirements (30%), demonstrated capability and capacity (40%), and previous performance (30%). Price (unweighted) will also be considered for best value for money.
The supplier must be suitably qualified and experienced, with sound knowledge of relevant ANCOLD and ICOLD guidelines, and Australian standards. They must also meet the definition of an Australian or New Zealand business.
Unless otherwise notified by an addendum, there are no site inspections for this ATM.
Potential suppliers may be excluded from participation if they do not demonstrate compliance with the definition of an Australian or New Zealand business, or if their response fails to meet minimum content and format requirements or conditions for participation.
