The City of Greater Dandenong is seeking multiple contractors to form a parks and open space maintenance services panel. The panel will be broken down into separable services including landscape and civil maintenance, playground asset maintenance, electrical services, plumbing and irrigation services, fencing repairs, sports turf maintenance, and synthetic and acrylic surface maintenance. Services will be provided under a schedule of rates contract for an initial term of three years with two one-year extension options. Contractors must be appropriately qualified and experienced. Submissions can be made for one or multiple service categories. Tender submissions will be evaluated on both price and qualitative criteria including resourcing capacity, experience, social procurement, local industry, and environment. Tenderers must nominate three reference sites for inspection. Reactive works require a response within 24 hours. Subcontracting requires written approval. Council requires all completed works to be invoiced on a monthly basis. Where multiple works or job orders are completed within the invoicing period, the contractor must submit a single consolidated and itemised invoice.
Tender submissions will be evaluated on both price and the qualitative criteria outlined: resourcing capacity and ability to deliver the required scope of works, experience, social procurement, local industry, and environment.
Contractors appointed to the panel must be appropriately qualified and experienced in parks infrastructure maintenance and are required to perform all works in accordance with best practice industry standards.
The contract manager shall promptly notify the contractor in writing of any breaches of this contract by the contractor. The contractor must rectify the issue within 24 hours, provide proof of compliance, and inform the contract manager about the steps taken to prevent future noncompliance.
Tenderers are required to nominate three reference sites that have been serviced within the preceding six months. These sites must be relevant to the scope of works specified in this tender and are to be made available for inspection by council's contract manager as part of the tender evaluation process.

The contractor acknowledges that continual poor performance could result in health, safety and environmental issues, increased administrative workloads for the council and complaints from the community, leading to a loss of goodwill.
