Tenders must be lodged no later than 4:00 PM Australian Eastern Standard Time (AEST) on Tuesday, 9th June 2026.

Payment will be made on a monthly basis, assessed from progress claims for work completed by the end of each month. The Superintendent will assess the contractor's payment claim and issue a payment schedule. Payment is due by the last day of the month following the month in which the contractor provided a valid payment claim.

The contractor is responsible for maintenance of the works for the duration of the defects liability period, which is twenty-four (24) months after successful commissioning, as specified in item 41 of the contract particulars.

The evaluation criteria include capital cost (35%), work methodology (15%), skills, resources, expertise, previous performance, referees (15%), timeframe construction program (5%), management systems quality, safety and environmental (5%), social procurement (5%), and local jobs first (20%). Industrial relations management, safety management, and financial capability are mandatory criteria.

Tenderers must demonstrate satisfactory industrial relations management, safety management, and financial capability. Failure in any of these mandatory criteria will render the tenderer ineligible for contract award.

Liquidated damages apply for late completion, with a rate of $2,315 per calendar day for late completion and $2,315 per calendar day for late administrative completion. Maximum delay costs are capped at $1,**** excl. GST per working day and $50,**** excl. GST in aggregate.

The tender documents do not mention a formal tender information session or mandatory site visit. However, tenderers are directed to become informed of all conditions relating to the contract, including site conditions, and may arrange access to the site for additional investigations with the Gippsland Water project officer.

The tender documents mention that samples may be required for quality assurance and testing, but do not specify a mandatory sample submission process as part of the initial tender submission.

A payment schedule will be agreed between WGCMA and the appointed contractor based upon delivery of the key tasks and milestones detailed above.

Submissions will be assessed and scored against criteria including demonstrated understanding of project requirements, approach and methodology, qualifications, skills and local content, timelines, relevant prior experience, and value for money.

The contractor consortium requires core team skills in skilled project management, exceptional occupational health and safety expertise, environmental management pertaining to construction in waterways and wetlands, surveying and monitoring of works, civil and construction engineering, operation of heavy plant and equipment in remote and challenging conditions, low impact construction techniques, and water control structure design, fabrication, and installation.

A compulsory onsite briefing will be held on Tuesday 12th May 2026, and attendance is a prerequisite to submission and consideration of a bid. A site visit is also a prerequisite to submission and consideration of a bid.

The authority will accept questions or requests for further information or clarification until 22nd May 2026.
