The State of Queensland, through the Director-General, Department of Housing and Public Works, is seeking to establish a Standing Offer Arrangement (SOA) for the provision of assessing, identifying, monitoring, and providing advisory services on the safe management and/or rectification of physical, chemical, biological, and/or environmental hazards across Queensland. This is a public tender. The tender period is extended to allow for industry feedback on draft documents. A detailed scope of services is provided, covering various aspects of hazardous substance management, occupational health and safety, environmental requirements, and site access procedures. Key performance indicators (KPIs) for consultants include work health and safety compliance, invoice compliance, customer satisfaction, response timeframes, and reporting. Pricing structures include hourly rates, attendance fees, travel rates, sample testing, and materials/plant equipment hire. Invoicing is to be done via the QBuild web portal.

As a mandatory requirement of this SOA, all works delivered under a purchase contract must be covered by a service guarantee for the services delivered. The guarantee shall cover all costs associated with the replacement of all defective works, including all labour, travel and materials that are required to be replaced at the site where applicable.
The consultant shall have and maintain a certified safety management system as being compliant with ISO **** occupational safety management system.
Where the consultant fails to meet KPIs three times within any twelve 12 month period during the SOA term, the consultant may have a stop work placed for the period stipulated in the written notice issued by the customers representative to the consultant, whereby the consultant will not receive further purchase contracts issued pursuant to the SOA.
Any sample testing supplied as part of the services is to be charged at cost exclusive of GST, plus the agreed percentage markup specified in the schedule of prices, if any.
