Tenders will be assessed based on compliance with WHS requirements, customer service experience, local economic benefit, tendered prices, demonstrated experience, timeframe, risk level, environmental and quality management systems, and degree of compliance. assessing tenders, the council will have regard to, but not necessarily be limited to, the following criteria not listed in any order of priority:

Tenderers must be registered and compliant in the council's online contractor management system for WHS (Rapid Global). your organisation must be registered and deemed compliant in the rapid contractor manager module for the city of west torrens. this is a mandatory requirement.

A site/industry briefing is scheduled for 29 July 2026. While not mandatory, it is strongly recommended as the only opportunity for an onsite visit. while this briefing is not mandatory, it is strongly recommended that tenderers attend as this will be the only opportunity for an onsite visit.

Failure to comply with WHS system requirements will result in a non-conforming submission. Late tenders will not be considered. failure to comply with this requirement will result in a nonconforming submission, and such submissions will not be considered during the evaluation process.

The completion date for the contract works must be no later than the end of January 2028.

The council must pay the assessed amount including payment for GST but less any retention sum within 30 days of the end of the month in which the assessment is issued.

If the contractor fails to remedy a defect within the specified time, the Council may rectify the defect at the contractor's cost. if a defect is not rectified within the time specified in the defects notice, the council may rectify the defect at the contractors cost, without prejudice to any other rights that the council has against the contractor in respect of that defect.
