The fitout works are expected to be carried out under one separable portion of works. The customer is looking to commence the services for package 1 in August 2026 with a targeted completion date of August 2027. The expected contract commencement is 28 September 2026 and continue until 24 September 2027.

Deliverables include operating and maintenance manuals, warranties, guarantees, as-built drawings, and a draft commissioning and handover plan, in accordance with the timeframes provided for in the contract.

Tenders will be evaluated on the basis of best value for money, considering weighted criteria such as contract delivery (40%), experience (25%), specified personnel (25%), and program (10%), as well as unweighted criteria including modern slavery, environmental sustainability, pricing, financial capacity, and indigenous procurement policy considerations.

Potential suppliers must be accredited under the WHS Accreditation Scheme prior to contract entry. They must also hold valid and satisfactory Statements of Tax Record (STR) and comply with the Workplace Gender Equality Act **** (Cth) if applicable.

Attendance at the site visit on 9 June 2026 is mandatory for potential suppliers who register for the industry briefing. Attendees whose details have not been notified to the contact officer by the time specified in the atm details may be refused entry to the industry briefing and site visit.

Complaints relating to the ATM are to be directed to the director of procurement at procurementfeedback@dcceew. gov. au.

Tenders may be excluded if they are incomplete, clearly non-competitive, or if the tendered price is assessed as being clearly outside the prevailing market range. Failure to comply with mandatory requirements, such as attending the industry briefing and site visit, can also lead to exclusion.

The closing date for tender submissions is Monday, 27 July 2026, 01:00 AM E. South America Standard Time.

Payment of the contract price is to be made upon completion of specified milestones, with percentages of the contract price payable at each stage. For example, 20% is payable upon site establishment and flat roof removal commencement.

All warranties and approvals relevant to the works, other than those for which the principal is responsible, must be provided by the contractor upon completion. This includes operation or maintenance manuals and as-built drawings.

The contractor must obtain and maintain all necessary licenses, qualifications, and experience to carry out the works. Subcontractors and personnel must also hold appropriate qualifications.

Liquidated damages of $500 per day apply if completion is not achieved by the specified date for completion. Milestone liquidated damages also apply if milestones are not met by their respective dates.

The contract states that the contractor must allow the principal and superintendent access to inspect any part of the works at any time for the purpose of inspection. The contractor shall allow the principal and if a superintendent is identified in item 23 of the particulars the superintendent access to inspect any part of the works at any time for the purpose of the principal inspecting the works.

Failure to comply with the contract, including providing satisfactory financial solvency information or adhering to safety management plans, could lead to contract breach or suspension of payments.
