The bid notice states that the department seeks a quality endorsed company certified to an internationally recognised standard, that covers the quality management system qms for the provision of a professional environmental, engineering, occupational hygiene consultancy and analytical laboratory service: a able to provide the services required by the department in the manner set out in the specification b able to demonstrate a commitment and ability to work in collaboration with the department over the term of any agreed contractual period to continuously seek improvements in value, efficiency and productivity in connection with the provision of the services and c prepared to work with the department to continue to identify opportunities for improvement in the quality and level of service provided to the department, for the mutual benefit of both the department and the tenderer.

The council will have regard to, but not necessarily be limited to, the following criteria: completion of the form of quote, financial resources, relevant licences and accreditations, compliance with work health and safety requirements, local economic benefit and social inclusion, compliance with the specification, warranties and guarantees on the services, timeframe for the provision of the services, demonstrated experience in completing similar projects, use of recycled materials and environmentally sustainable initiatives, referees and insurance.

The closing date for quotes is February 19, 2026.

The bid notice states that successful tenderers must, within 14 days of written request, return an executed contract agreement to be completed by council in the form contained in document labelled **** 659 part 1 conditions of tender.
