Tender for contractors activities and works on the terms of the tender documents. All questions related to the tender documents or the tender process must be directed to the tender administrator. Additional project plans are required (commissioning and handover plan, project lifecycle and handover plan, environmental management and sustainability plan). The tenderer must complete and lodge the tender form, tender schedules (project understanding, workload and proposed resources, previous performance, program, indigenous procurement policy, commonwealth procurement rules compliance, financial, alternative proposals, miscellaneous matters for evaluation, statement of tax record, WHS accreditation scheme accreditation, environmentally sustainable procurement, Australian skills guarantee), and other required documents in separate, standalone, unsecured electronic files in the format specified in the tender particulars. All prices must be in Australian dollars. The tender must be in A4 and portrait format, with clear, legible content using appropriate print colours and font sizes equivalent to at least Arial 10-point or Times New Roman 11-point. The tenderer is responsible for lodging its tender in accordance with clause 3. 1a and managing all surrounding risks, including those associated with the use of Austender and all information technology risks. Tenders will be evaluated to determine the tender which represents the best value for money to the commonwealth. The evaluation criteria include project understanding, workload and proposed resources, previous performance, program, indigenous procurement policy, commonwealth procurement rules compliance, financial, alternative proposals, miscellaneous matters for evaluation, environmentally sustainable procurement, and Australian skills guarantee. The tenderer must ensure that its tender is not prepared in whole or in part by any officer, employee, agent or adviser of the tenderer who was an employee of the Department of Defence, or involved in any capacity in the planning or performance of the contractors activities, the works or the project, at any time during the 12 months immediately preceding the date on which the tender documents were issued to the tenderer. The tenderer must not place itself, and must ensure that its officers, employees, agents and advisers do not place themselves, in a position that may or does give rise to an actual, potential or perceived conflict of interest between the interests of the commonwealth and the tenderer during this tender process. The tenderer must not communicate verbally or otherwise or make any arrangement or arrive at any understanding with any of the other tenderers or with any employee of an association of which it or any other tenderers are a member concerning the tender documents or any aspect of the contractors activities or the works.
