Tender for contractors activities and works on the terms of the tender documents. All questions related to the tender documents or the tender process must be directed to the tender administrator. Tenderers must register to attend an industry briefing on 7 Aug 2025 at Swartz Barracks, 1 Orr Rd, Oakey QLD ****, between 10:00 AM and 12:00 PM AEST. Attendees must bring valid photo identification, security pass (if applicable), closed-in shoes, and a high-visibility vest. Tenderers must return a signed confidentiality agreement by 5 PM AEST on 5 Aug 2025 to access the full scope of works documentation. The tender documents, including the contract, are attached on Austender. Additional project plans are required (commissioning and handover plan, project lifecycle and handover plan, environmental management and sustainability plan). The tenderer must complete and lodge the tender form, tender schedules (project understanding, workload and proposed resources, previous performance, program, indigenous procurement policy, commonwealth procurement rules compliance, financial, alternative proposals, miscellaneous matters for evaluation, statement of tax record, WHS accreditation scheme accreditation, environmentally sustainable procurement, Australian skills guarantee), and other required documents in separate, standalone, unsecured electronic files in the format specified in the tender particulars. All prices must be in Australian dollars. The tender must be in A4 and portrait format, with clear, legible content using appropriate print colours and font sizes equivalent to at least Arial 10-point or Times New Roman 11-point. The tenderer is responsible for lodging its tender in accordance with clause 3. 1a and managing all surrounding risks, including those associated with the use of Austender and all information technology risks. Tenders will be evaluated to determine the tender which represents the best value for money to the commonwealth. The evaluation criteria include project understanding, workload and proposed resources, previous performance, program, indigenous procurement policy, commonwealth procurement rules compliance, financial, alternative proposals, miscellaneous matters for evaluation, environmentally sustainable procurement, and Australian skills guarantee. The tenderer must ensure that its tender is not prepared in whole or in part by any officer, employee, agent or adviser of the tenderer who was an employee of the Department of Defence, or involved in any capacity in the planning or performance of the contractors activities, the works or the project, at any time during the 12 months immediately preceding the date on which the tender documents were issued to the tenderer. The tenderer must not place itself, and must ensure that its officers, employees, agents and advisers do not place themselves, in a position that may or does give rise to an actual, potential or perceived conflict of interest between the interests of the commonwealth and the tenderer during this tender process. The tenderer must not communicate verbally or otherwise or make any arrangement or arrive at any understanding with any of the other tenderers or with any employee of an association of which it or any other tenderers are a member concerning the tender documents or any aspect of the contractors activities or the works. Tenderers must comply with the disclaimer and confidentiality agreement and tender conditions. The tender must be lodged electronically via Austender before the specified date and time. The tender must remain valid for 90 days from the closing date, or longer if the procurement is suspended. The tender must satisfy minimum form and content requirements, including completing and executing the tender form and relevant schedules. Alternative proposals are possible, but a conforming tender must be lodged first. Tenders will be evaluated based on criteria including project understanding, workload, resources, previous performance, program, indigenous procurement policy, commonwealth procurement rules compliance, financial viability, alternative proposals, miscellaneous matters, and environmental sustainability. Additional information documents may be issued by the tender administrator prior to the closing date. Industry briefings may be conducted. The tenderer must provide clarification or authentication of material if requested. The commonwealth is not bound to accept the lowest or any tender. A debrief may be requested within 14 days of the tender being accepted or notification of non-conformity. No payment will be made for costs, expenses, losses, damages, or liabilities incurred during the tender process. Joint bids are possible, with potential requirements for amendments to the contract. Restrictions on personnel involved in tender preparation may apply. Conflicts of interest must be disclosed. The tender and related documents become the property of the commonwealth. Complaints may be submitted in writing to the email address in the tender particulars. The tender process may be suspended in accordance with the judicial review act. The tenderer must comply with the Australian privacy principles. Workplace gender equality procurement principles may apply. Employee entitlements must be compliant with commonwealth procurement rules. Financial viability assessment may be required. The tenderer warrants that no strategic notice event is known at the time of lodging the tender. Local industry participation is expected. Indigenous procurement policy may apply, depending on the value of the contract and whether the work is in a remote area. WHS accreditation scheme may apply, and the tenderer must hold accreditation if required.
