The overall objective is to ensure equipment selection delivers best value for money by considering both capital expenditure (CAPEX) and whole-of-life operational expenditure (OPEX).

Offerors must demonstrate full compliance with mandatory requirements, including financial capability and having the necessary insurances: Public Liability ($20 million per occurrence), Products Liability ($20 million per occurrence), Professional Indemnity ($10 million per occurrence and $20 million in annual aggregate for 7 years), Workers Compensation, Cyber Security, and Errors & Omissions.
