Course Development Tenders

The evaluation criteria include price with a weight of 30%, corporate and financial capacity 15%, experience and service delivery 25%, service delivery and administration 20%, and local content 10%. As stated: criteria: price weight: ****.

Tenderers must be suitably qualified and experienced registered training organisations (RTOs), accredited training providers and specialist consultants and must provide evidence of current RTO registration and scope where nationally recognised training is offered.

Tenders not meeting mandatory criteria may be considered nonconforming and any tenderer who directly or indirectly canvasses support from an elected member, employee or agent of council will be disqualified.

Responses must be received no later than 1 December 2026, 3pm. The contract commences 19 January 2027 with cohorts starting March 2027. As stated: responses must be received no later than 1 december 2026, electronically.

Payment within 20 calendar days after receiving a correctly rendered invoice, or 5 days if e-invoicing via Peppol. As stated: the customer will pay the amount of a correctly rendered invoice to the supplier within twenty 20 calendar days after receiving it.

The customer will evaluate responses to determine which potential supplier has proposed the best value for money outcome for the customer. The successful supplier will have demonstrated its ability to provide the best value for the customer. this will not necessarily be the lowest price.

Suppliers must have specialist expertise in workforce planning and/or strategy. All specified personnel must be Australian citizens. As stated: all specified personnel must be australian citizens and evidence of relevant experience in designing and developing comparable learning solutions.

Questions must be submitted by 24 November 2026, 3pm. As stated: question closing date and time 24 november 2026, 3pm.

Responses not meeting conditions for participation will be excluded. As stated: the customer will exclude from consideration any response that does not meet the conditions for participation. Responses must not exceed 60 pages and must be submitted as one document.

Course materials delivery is due February 2027, with pilot workshops from March to April 2027, and handover of IP by June 2027. As stated: deliverable indicative timing contract execution and project start december 2026 planning january and february 2027 course materials delivery february 2027 pilot march to april 2027.

Payment is made within 5 calendar days for e-invoices via Peppol, or within 20 calendar days otherwise. As stated: the customer will pay the amount of a correctly rendered invoice to the supplier within five 5 calendar days after receiving it, or if this day is not a business day, on the next business day.

The contract is awarded based on best value for money, not necessarily the lowest price. As stated: the successful supplier will have demonstrated its ability to provide the best value for the customer. this will not necessarily be the lowest price.

All specified personnel must be Australian citizens, and the supplier must be an Australian business. As stated: all specified personnel must be australian citizens and the supplier must ensure that they are an australian business for the purpose of paragraph 5. 4 of the commonwealth procurement rules.

Responses exceeding 60 pages or submitted as more than 1 file will be excluded. As stated: the customer will exclude from participation any potential supplier that does not demonstrate compliance with: the maximum response document length responses that are submitted as more than 1 file.
