The fitout works are expected to be carried out under one separable portion of works. The customer is looking to commence the services for package 1 in August 2026 with a targeted completion date of August 2027. The expected contract commencement is 28 September 2026 and continue until 24 September 2027.

Deliverables include operating and maintenance manuals, warranties, guarantees, as-built drawings, and a draft commissioning and handover plan, in accordance with the timeframes provided for in the contract.

Tenders will be evaluated on the basis of best value for money, considering weighted criteria such as contract delivery (40%), experience (25%), specified personnel (25%), and program (10%), as well as unweighted criteria including modern slavery, environmental sustainability, pricing, financial capacity, and indigenous procurement policy considerations.

Potential suppliers must be accredited under the WHS Accreditation Scheme prior to contract entry. They must also hold valid and satisfactory Statements of Tax Record (STR) and comply with the Workplace Gender Equality Act **** (Cth) if applicable.

Attendance at the site visit on 9 June 2026 is mandatory for potential suppliers who register for the industry briefing. Attendees whose details have not been notified to the contact officer by the time specified in the atm details may be refused entry to the industry briefing and site visit.

Complaints relating to the ATM are to be directed to the director of procurement at procurementfeedback@dcceew. gov. au.

Tenders may be excluded if they are incomplete, clearly non-competitive, or if the tendered price is assessed as being clearly outside the prevailing market range. Failure to comply with mandatory requirements, such as attending the industry briefing and site visit, can also lead to exclusion.

The procurement includes warranties as part of the supply of the pontoon system.

The evaluation criteria include experience and capability, methodology technical solution, value for money, and warranty, support and delivery.

Bidders must demonstrate experience and capability, and comply with various mandatory schedules related to OHS, sustainable procurement, insurance, and industrial relations.

Supplier query cutoff is Thursday, 23 July 2026 at 01:00 am E. South America Standard Time.

Non-compliance with mandatory schedules, significant variations to contract conditions, or failure to provide required documentation may lead to disqualification.

The procurement includes warranties.

The award criteria include Value for money.

Comprehensive warranties for vessels and equipment that include support and service are required.

The customer will evaluate offers using a three-gate process: Gate 1 Mandatory Criteria (adherence to supplier code of conduct, attendance at briefing, financial information provision, UVI number application commitment), Gate 2 Ability to Meet Requirements (technical solution, operational fit, customer support, capacity, local content, local manufacturing), and Gate 3 Value for Money (considering price and non-price factors).

Suppliers must warrant adherence to the Queensland Government Supplier Code of Conduct, attend the industry briefing, provide financial information, and commit to providing evidence of application for UVI numbers.

The closing date for supplier questions is 2:00 PM AEST on 8 July 2026.

The customer may disqualify a supplier if it believes the supplier has breached any warranty, including those related to anti-competitive conduct, conflict of interest, criminal organisations, or accuracy of information.
