Tender for Kokoda Barracks Range Refurbishment. Tender documents are available on Austender. A signed confidentiality agreement is required to access the full scope of works. Tender responses must be submitted electronically via Austender. Questions must be submitted via email to the contact officer seven (7) days before the tender close date. The tenderer must complete and return the signed confidentiality agreement and complete and sign the tender form.

Tender for contractors activities and works on the terms of the tender documents. All questions related to the tender documents or process must be directed to the tender administrator. Tenderers must comply with the disclaimer and confidentiality agreement and these tender conditions. The tender must be lodged electronically via Austender before the specified date and time. The tender must satisfy minimum form and content requirements, remain valid for 90 days, and satisfy participation criteria. Alternative proposals are possible, but a conforming tender must be lodged first. The tenderer is responsible for lodging the tender in accordance with the specified requirements and managing all surrounding risks. The tender must be completely self-contained, without hyperlinks, QR codes, or other material incorporated by reference. Tenders will be evaluated based on criteria including project understanding, workload and proposed resources, previous performance, program, indigenous procurement policy, commonwealth procurement rules compliance, financial, alternative proposals, miscellaneous matters for evaluation, and environmentally sustainable procurement. Additional evaluation criteria may be specified in the tender particulars. The tenderer must do everything expected of a prudent, competent, and experienced contractor in assessing risks and ensuring that the tendered contract price contains allowances to protect against these risks. Information documents are for information only and do not form part of the tender documents or contract. The commonwealth may meet separately with tenderers to obtain information and clarify aspects of the tender and contract. After the closing date, the commonwealth may obtain further information, conduct interviews, and set aside tenders pending negotiations. The commonwealth is not bound to accept the lowest or any tender. A debrief may be requested within 14 days of the tender being accepted or a notice from the commonwealth. No payment will be made for costs, expenses, losses, damages, or liabilities incurred during the tender process. Joint bids are possible, and the commonwealth may require amendments to the contract to ensure joint and several liability. The tenderer must ensure that its tender is not prepared by personnel who were employed by the Department of Defence or involved in the planning or performance of the contractors activities, works, or project in the preceding 12 months. The tenderer must not place itself in a position that may give rise to a conflict of interest. The tenderer acknowledges that its tender and related documents become the property of the commonwealth. The tenderer must comply with commonwealth policies, including indigenous procurement policy, workplace gender equality, employee entitlements, financial viability, and environmental sustainability. The tenderer must complete and lodge specific schedules (e. g. , indigenous procurement policy, financial, WHS accreditation scheme, environmentally sustainable procurement, Australian skills guarantee) in separate files. The tenderer must provide details set out in the tender form and execute the form with a person or persons with full authority to bind the tenderer. The tenderer must comply with the Australian Privacy Principles. The tenderer must provide a declaration regarding employee entitlements and financial viability. The tenderer warrants that it is not aware of any strategic notice event. Local industry participation is expected. The tenderer must complete a local industry capability plan if the project value is $7. 5 million or above. The tenderer must complete and lodge WHS accreditation scheme accreditation if applicable. The tenderer must comply with the requirements of the WHS accreditation scheme, including holding accreditation if carrying out the work. The tenderer must comply with the requirements of the Australian Skills Guarantee if applicable.
