Swan Hill Rural City Council is seeking a qualified consultant to conduct an initial needs and options assessment for a proposed integrated GovHub. The GovHub aims to consolidate government and community services to improve accessibility and efficiency. The consultancy will involve an internal needs assessment, identification of potential external collaborations, location analysis, market scanning, commercial viability assessment, project phasing, funding options, and a promotion advocacy program. Offers are to be submitted electronically via vendorpanel. com. au by 4:00 PM on 30 April 2026. Mandatory insurance requirements include public liability of AUD 20 million and professional indemnity of AUD 5 million.
The closing time for offers is 4:00 PM on 30 April 2026.
Council will pay invoices within 30 days of receipt or 30 days after completion of the service, whichever is later, provided the invoice is valid and authorized.
The contractor warrants that materials, documents, and processes produced do not breach third-party intellectual property rights. For 12 months after completion, the contractor must rectify any defects in labor or materials at their own cost.
Offers will be evaluated based on price (30%), experience and capability (20%), methodology (20%), capacity (20%), social economic benefit (5%), and environmental benefit (5%). The overall value for money proposition will be considered.
Suppliers must meet mandatory compliance criteria, including minimum insurance requirements: public liability insurance with a minimum cover of AUD 20 million and professional indemnity insurance with a minimum cover of AUD 5 million per claim.
If services are not provided by the end date, liquidated damages may apply for each day the services are delayed, as specified in the schedule.
