Training Resources Tenders

Service delivery is expected to commence in October 2026 and conclude by June 2027, aligned with the Skills Connect go-live target date of 1 July 2027.

Tenders will be evaluated based on relevant experience and capability (20%), proposed approach and methodology (20%), delivery and timeline resourcing (15%), price (15%), and economic and social benefits (30%).

Tenderers must comply with conditions for participation, including not being an externally administered body corporate or an insolvent under administration, and having the corporate power to enter into and perform the contract.

The RFT states there is o right to inspect sites relevant to delivery of deliverables except in accordance with an arranged site inspection, which the customer may refuse.

A tenderer may lodge a complaint if they believe the RFT process has not complied with Tasmanian Government procurement policies. Further information is available from the Tasmanian Government Purchasing website.

A tender may be excluded if the tenderer has breached the RFT, has deficiencies in prior contract performance, or if accepting the tender would result in an unacceptable contract outcome or pose unacceptable risks.

Tenders must be lodged electronically via Austender by 2:00 PM, Thursday, 9 July 2026. The proposed timeframe for delivery of services is from 1 September 2026 to 31 August 2028.

Tenders will be evaluated based on technical criteria including capability (solution, knowledge, collaboration, performance), capacity (organisation, personnel), and experience. Non-technical criteria include demonstrated ethical conduct, approach to indigenous procurement, financial viability, compliance with the RFT and draft contract, and management of conflicts of interest. The evaluation aims to determine the best overall value for money.

Tenderers must be accredited Australian university medical schools. They must not have had any unsatisfied judicial decisions against them relating to employee entitlements (excluding decisions under appeal).

Tenders may be excluded if they are incomplete, contain insufficient information, have unclear pricing, do not comply with the RFT, the tenderer is not fully capable of undertaking the contract, the tender is uncompetitive, rated unsuitable against evaluation criteria, contains contrary statements to the tenderer deed, contains false declarations or misleading information, the tenderer is insolvent or bankrupt, has an unmanageable conflict of interest, or has a significant deficiency in prior performance.
