This is a public tender for the St James Park Surface Renewal project by the City of Boroondara. The works involve improvements to the playing surface and sporting infrastructure at St James Park Oval, including bulk earthworks, renewal of the natural turf cricket wicket, installation of new irrigation and drainage, replacement of the existing water tank, installation of a new irrigation pump and cabinet, installation of new AFL goals, installation of new players benches, and installation of a new sand profile and turf surface. The contract is expected to commence in September 2026 and be completed by the end of February 2027. Submissions must be delivered electronically via VendorPanel by 2:00 PM on 29 May 2026. Tenderers must register their interest on VendorPanel to receive all tender documents and addenda. Enquiries regarding the RFT must be made in writing via VendorPanel at least one week prior to the submission deadline. The council is not bound to accept the lowest or any tender. Evaluation will be based on best value principles, considering professional competence, capacity, experience, price, risk, mandatory requirements, and overall value for money. Shortlisted tenderers will be required to register with the council's contractor compliance system, Rapid Global.
The submission deadline for proposals is 2:00 PM on 29 May 2026.
Payment will be made in accordance with the special conditions **** November 2024, with claims lodged by the 28th day of each month and assessed within 10 working days. Payment will be made by EFT.
The contractor shall provide to the superintendent the guarantees and warranties as specified in the contract documentation before the certificate of practical completion is issued. Warranties or guarantees shall commence as from the date of practical completion.
The council will award the tender by applying the best value principles, considering evaluation criteria including professional competence, capacity and experience, price, risk, mandatory requirements, and the overall value for money proposition.
Tenderers must demonstrate experience, commitment, and capacity for the delivery of the works to be performed under the contract and meet mandatory compliance criteria including ABN registration, completion of statutory compliances, supplier code of conduct commitment letter, compliance with insurance requirements, satisfactory financial assessment, compliance with technical specifications and drawings, compliance with RapidGlobal registration if applicable, compliance with council's terms and conditions, and compliance with quality and environmental management systems, OHS policies and procedures.
Delay damages will be applied for proven onsite costs only. Liquidated damages will be applied in accordance with the requirements of the special conditions AS4000:2024.
The contractor must provide the superintendent with a sample or allow them access to the supplier for offsite inspection before delivery.
The supplier query cutoff date is Friday, 22 May 2026, 01:00 AM E. South America Standard Time.
Tenders that do not comply with any requirement specified in these tender information and conditions of tendering, or which contain any qualification, condition or other indication that the tenderer is not willing to perform the contract in strict accordance with the contract documents, shall be considered to be nonconforming and may be rejected at the discretion of council. Canvassing council staff or councillors may result in the tender not being considered.
