Council expects to pay a monthly payment to the contractor during the operating term, enabling the contractor to recover capital, operating, and financing costs. Performance incentives and adjustment parameters will be incorporated.

Evaluation will be based on understanding of project objectives, respondent capability and experience, and commercial solution optimizing value for money.

Respondents must demonstrate compliance with WHS, quality management (ISO ****), and environmental management (ISO ****) systems.

Council will pay the supplier within the agreed terms of payment. Unless otherwise specified, council agrees to pay the supplier within 30 days of receipt and acceptance of an invoice.

Submissions may be evaluated against: lump sum fee and value for money (40%), relevant experience (25%), demonstrated understanding (20%), team capability (10%), and completeness (5%).

Consultants must be suitably qualified to undertake investigations and multidisciplinary design services.

Council may terminate the agreement if the supplier breaches a term and fails to remedy it within 14 days, or if the supplier breaches a term incapable of remedy.

Responses must be lodged by 14:00 Australian Eastern Standard Time on Tuesday 9 June, 2026.
