This is a Request for Tender (RFT) for the development of a Stormwater Management Plan (SMP) for the Torrens Urban North East TUNE catchment. The project is a collaboration between the City of Port Adelaide Enfield, City of Tea Tree Gully, Corporation of Town of Walkerville, and the City of Adelaide, with financial support from the Stormwater Management Authority. The SMP will identify issues, outline stakeholder responsibilities, set objectives for environmental values, prioritize investments, and provide an implementation and monitoring plan. Tenderers must comply with all conditions of tendering, including submitting offers in the specified return schedules. Evaluation criteria include compliance with contract conditions, specifications, experience, capacity, methodology, certifications, insurances, licenses, contract security, WHS/environmental/quality plans, and cost value for money. Tenderers are encouraged to submit their best and unconditional offer in the first instance. The principal is not responsible for any costs incurred by tenderers in relation to their tenders.
The closing date and time for tender submissions is Tuesday, 28 April 2026, at 2:00 PM Adelaide time. The tenderer is responsible to ensure their tender submission is uploaded to the SA Tenders website prior to the closing date, allowing adequate time for this process.
Tenders will be assessed to identify the tendered offer that represents overall best value for money. This will consider the evaluation criteria specified in the approach to the market, requested documentation, and each tenderer's relative ability to satisfy the overall project requirements, while achieving a high standard of supply at a competitive price, and at an acceptable level of risk.
On the closing date, a tenderer must have available any licence, registration or certification required by law to enter into and perform the contract. If the tenderer proposes to utilise subcontractors, the tenderer must also have satisfied itself as to the licences, registrations or certifications of the proposed subcontractors.
If a tenderer considers that the tender process has failed to accord it fair right to be considered as a successful tenderer, or that it has been prejudiced by any breach of these conditions or other relevant principle affecting the tenders or their evaluation, the tenderer must immediately and in writing notify the alleged failure or breach to the principal's contact officer. Delay in notification of probity breach, or notification after the announcement of the successful tenderer will preclude a tenderer from relying upon or taking action based upon such breach.
