This is a public tender for the Bridgeman Park Caretaker Agreement. The successful tenderer will be responsible for the operation and management of the complex, including keeping it open for use, operating honestly and competently, being available after hours for enquiries, access, and repair callouts, and general facility supervision. Key responsibilities include maintaining cleanliness, performing groundskeeping duties such as mowing and slashing, managing waste, ensuring security and lighting are operational, and reporting any misuse of facilities. The caretaker must also maintain logbooks for consumables, breakdowns, theft, and incidents, and hold a blue card. They are responsible for maintaining public risk and damage cover insurance policies. The council will provide cleaning agents and water, and will undertake structural repairs unless caused by the caretaker's negligence. The caretaker must not allow activities that could void insurance or increase premiums. The tenderer will have the option to take on the caretakers residence. Tenders must be submitted electronically via the Vendor Panel platform by the closing time of 28 May 2026.

Tenders will be evaluated by reference to the sound contracting principles in section 106 of the Local Government Act ****, namely: value for money, open and effective competition, the development of competitive local business and industry, environmental protection, and ethical behaviour and fair dealing.
The tenderer must ensure that all persons conducting work shall ensure the health and safety of themselves and others, and that all property, plant, or equipment are inspected before use and that all safe operating procedures are followed during use. The caretaker and all staff must hold a blue card. The caretaker must maintain workcover for all persons it employs at the complex, maintain a public risk policy, and maintain a damage cover.
If the caretaker breaches certain conditions, they must pay the council the cost of rectifying the issue. The caretaker is also responsible for the cost of repairs if structural repairs are necessitated by the negligence or default of the caretaker or the wilful act of the caretaker or its personnel.

A tender may be rejected if the tender response is not fully completed or does not include all supporting documents and materials required by the conditions of tender or the tender response. If a tender response is assessed as 'no' in respect of a compliance criterion, the tender may be rejected. If a tenderer fails to address any of the qualitative criteria, its tender may be rejected.
