Central Highlands Regional Council is seeking submissions for mobile crushing services to supply and stockpile quarry products and unbound pavement material to ARRB standards. The works will be carried out throughout the region, with specific quantities required from Mungabunda and Oombabeer pits. The contractor warrants that the supply will comply with all applicable requirements of the contract and industry practice, be fit for purpose, and be performed by appropriately qualified and experienced personnel. For goods, the contractor warrants they will be new (unless stated otherwise), of merchantable quality, free from defects, and comply with the National Construction Code performance requirements.
Submissions will be evaluated based on Price (****), Relevant Experience and Historic Performance (15%), Proposed Program and Methodology (10%), Development of Competitive Local Business (5%), and General Details, Qualifications/Departures, Insurances, and Conflict of Interest (Pass/Fail).
Suppliers must be competent and possess the necessary materials, plant, equipment, and personnel. They must also submit suitable insurances, including public liability, workcover, and vehicle/equipment insurance. A quality assurance system accredited by Standards Australia or an approved organisation is required if specified. Key personnel must be appropriately qualified and experienced.
Liquidated damages may apply if the contractor fails to achieve completion by the completion date or a key supply date, at a rate specified in Schedule 1 or the request for services. These damages are a genuine pre-estimate of losses and do not limit council's other rights.
Any proposed site visits must be coordinated through Council's SSE Peter Jones.
