The contract may be awarded to the tenderer who best demonstrates the ability to provide quality products and/or services at a competitive price, using a best value for money approach.

Tenderers must demonstrate relevant experience, understanding of methodology, capacity to deliver resources, a design narrative, and innovation in design. Mandatory and compliance criteria must also be met.

A briefing site inspection is not applicable.

Responses may be rejected if submitted after the deadline, not submitted at the specified place, or if the tenderer fails to submit a completed and signed offer form with all required attachments.
