Tenderers must register to attend a mandatory industry briefing on September 1st, 2025, at RAAF Base Amberley, QLD, between 10:30 AM and 12:30 PM AEST. All tender responses must be submitted electronically via Austender by 12:00 PM ACT on September 17, 2025. A signed confidentiality agreement is required to access the full scope of works documentation. Conditions for participation include completing and returning the signed confidentiality agreement and completing and signing the tender form. Additional project plans are required, including a site management plan, work health and safety plan, and any other project plans specified in the tender particulars. The tender must be in unsecured PDF format to ISO 320001:2008 PDF 1. 7 standard. The maximum file size is 30 megabytes per upload. Tender for contractors activities and works on the terms of the tender documents. All questions related to the tender documents or the tender process must be directed to the tender administrator. Tenderers must comply with the disclaimer and confidentiality agreement and these tender conditions. The tender must be lodged electronically via Austender before the ATM close date and time. The tender must satisfy minimum form and content requirements, remain valid for the duration of the tender validity period, and complete and execute the tender form. Alternative proposals are possible, but a conforming tender must be lodged first. The tenderer is responsible for lodging its tender in accordance with the specified requirements and managing all surrounding risks. The tender must be completely self-contained, without hyperlinks, QR codes or other material incorporated by reference unless otherwise specified. Tenders will be evaluated based on criteria including project understanding, workload and proposed resources, previous performance, program, indigenous procurement policy, commonwealth procurement rules compliance, financial, alternative proposals, miscellaneous matters for evaluation, and environmentally sustainable procurement. Additional evaluation criteria may be specified in the tender particulars. The tenderer must do everything that would be expected of a prudent, competent and experienced contractor in assessing the risks and ensuring that its tendered contract price contains allowances to protect against these risks. The information documents do not form part of the tender documents and will not form part of the contract. The commonwealth may meet separately with tenderers to obtain information and clarify aspects of the tender and the contract. After the ATM close date and time, the commonwealth may meet with tenderers to obtain further information, conduct interviews, and set aside a tender pending negotiations. The commonwealth is not bound to accept the lowest or any tender. If the tenderer did not lodge a conforming tender, no debrief will be provided unless the commonwealth considers it appropriate. If the tender was unsuccessful, the tenderer will be notified in writing. No payment will be made by the commonwealth for costs, expenses, losses, damages or liabilities incurred by the tenderer arising out of the tender process. The tenderer must ensure that its tender is not prepared by any officer, employee, agent or adviser who was an employee of the Department of Defence or involved in the planning or performance of the contractors activities, the works or the project in the 12 months preceding the tender documents issue date. The tenderer must not place itself in a position that may give rise to a conflict of interest. The tenderer acknowledges that its tender and any other documents become the property of the commonwealth. The commonwealth may use, retain and copy the information contained in the tender for various purposes. The tenderer must comply with commonwealth policies, including those related to indigenous procurement, workplace gender equality, employee entitlements, financial viability, and environmental sustainability. The tenderer must complete specific schedules and forms as required by the tender documents. The tenderer must comply with the Australian Privacy Principles. The tenderer must hold WHS accreditation scheme accreditation if applicable. The tenderer must provide details of any pending, threatened or actual litigation, arbitration or other forms of dispute resolution involving the tenderer. The tenderer must provide a duly executed solvency statement and financial reports, accounts and records as specified. The tenderer warrants that, at the time of lodging its tender, it is not aware of any strategic notice event. Local industry participation is an expected outcome.
