Ballina Shire Council is seeking experienced service providers for its Community Sharps Collection Program. The program involves collecting, exchanging, transporting, treating, and disposing of domestic sharps waste from participating pharmacies. The contract term is five years with two optional one-year extensions, commencing July 1, 2026. Key responsibilities include supplying and exchanging yellow-coded sharps bins, handling waste compliantly, transporting it according to the Australian Dangerous Goods Code, and ensuring lawful disposal at licensed facilities. Service providers must comply with all relevant legislation, maintain licenses, and report incidents promptly. Performance will be monitored against KPIs, and unsatisfactory performance may lead to contract termination. Submissions are electronic via VendorPanel, with a query cutoff on June 8, 2026, and closing on June 11, 2026.
The services shall commence on 1 July 2026. The term will be five 5 years, with two optional one 1 year extensions.
Invoices are to be submitted on a monthly basis and must include a weighbridge report and/or disposal certificate. Payment claims for services carried out under this contract must be submitted by email within seven 7 days after the end of each month.
The service provider warrants that all services and works undertaken by it are reasonably suitable in all respects for the purposes required by this agreement and it acknowledges that council relies upon the skill and knowledge of the service provider in providing the services.
Tenders will be evaluated based on mandatory criteria including public liability insurance, NSW workers compensation insurance, comprehensive motor vehicle and plant insurance, demonstrated WHS management system, demonstrated environmental management system, and demonstrated quality management system. Weighted criteria include pricing structure (45%), experience and capability (20%), methodology and delivery plan (20%), and social and community (15%).
Council is seeking submissions from suitably experienced and qualified service providers.
If the service provider's performance against KPIs is considered inadequate, council reserves the right to terminate the contract by providing three 3 months written notice.
Questions will be received up to 2pm AEST 3 working days prior to the closing date.
Unauthorised communication with other staff of council may lead to disqualification of the tender. Canvassing of councillors or staff in relation to the award of this contract will automatically disqualify a respondent.
