The Queensland Government, through the Department of Housing and Public Works and the Department of Justice, is seeking offers to establish a Standing Offer Arrangement (SOA) for legal services. The SOA will cover 16 categories, with a specific focus on creating opportunities for Queensland small businesses and regional suppliers in Category 16. Offers must be submitted online via the 360 portal by 2:00 PM AEST on Wednesday, May 6, 2026. A virtual briefing session will be held on March 27, 2026. The SOA term is for an initial period of 4 years with two optional 2-year extensions. Mandatory criteria include complying with the Queensland Government Supplier Code of Conduct, operating a law practice in Queensland, and having key personnel with a local practising certificate. The closing date and time for offers is 2:00 PM AEST on Wednesday, 6 May 2026.
The supplier warrants that neither it nor its personnel has engaged in, or will engage in, any collusive, anti-competitive or similar conduct in connection with the invitation process, or any SOA subsequently entered into as a result of this invitation process, or any actual or potential contract with any entity for goods and services similar to the goods and services.
Suppliers will be evaluated against criteria including their ability and experience, key personnel, purposeful public procurement outcomes, engagement of staff, ability to respond, other services, and value for money including price.
To be considered for the SOA, the supplier must warrant that they will comply with the Queensland Government Supplier Code of Conduct, operate a law practice in Queensland, and their key personnel must hold a local practising certificate or be an Australian legal practitioner.
Clarifications or questions relating to this ITO must be communicated in writing by Wednesday, 29 April 2026, 2:00 PM AEST.
The approximate total GST exclusive spend for the current arrangement from 1 July 2020 to 30 June 2025 was 515 million.
